Charles Kao was born in Shanghai, which was then a separate administrative area, in 1933. He earned his Bachelor of Engineering degree in electrical engineering while studying at Woolwich Polytechnic.

He then pursued research and received his Ph.D. in electrical engineering from the University of London in 1965 as an external student while working at Standard Telecommunication Laboratories (STL) in Harlow, England, the research center of Standard Telephones and Cables.
