He was a foster kid when he was young. When he was a student of Central Catholic High School, he decided to pursue acting and graduated in 1973. He graduated from Juilliard with a BFA in acting. He also studied acting at the Toledo Repertory Theatre.
Biggs appeared in A Promise to Carolyn, a made-for-TV film that was released in January 1996. He was nominated in 1996 for the role as Damar on Star Trek: Deep Space Nine. Although initially intended to be a minor character in Star Trek: Deep Space Nine, Damar became a key figure in the show. He led the entire Cardassian Union, and had a significant influence on the show’s events. Biggs returned to Star Trek’s universe in season 3, episode “Damage”, as an Illyrian captain.
Biggs also appeared in the TV soap operas Ryan’s Hope (1988-1989) and General Hospital (1990), as Chad Wainwright. Stat, a 1990s TV series, was another television role. He appeared in films such as Broken Arrow, Dragonfly, The Pelican Brief and Star Trek documentary Trekkies 2.
