He earned increased public prominence in 1978 when he took part in various public debates over California Proposition 13, which was introduced that year. He also began writing essays for the Los Angeles Times, which he continued to do for seven years. In addition, he taught law at the University of Miami Law School in the mid-1970s, as well as at Whittier College School of Law in Costa Mesa.
